Double insulated lights (often referred to as class2 lights) can be used in all properties, including older homes that do not have an earth wire. Quite a lot of older properties built before or during the 1960's may not have an adequate earth cable. Double insulated lights have 2 layers of insulation built in to protect the live parts.
